Three years ago in Russia was adopted the law, which restricted foreign adoption. As stated on Monday, 7 December, the Chairman of the Duma Committee on labor, social policy and veterans Affairs Olga batalina, the law has become a real tool for the development of domestic adoption.
"The main value of the law that every year more and more orphans are brought up in families. And this Russian family. Three years ago in orphanages, boarding schools lived 119 thousand children-orphans. During this time, together we managed to change the situation and significantly reduce their number. Today on the account in the state Bank data are information about 72,5 thousands of children. This was not since the beginning of 2000-ies. The situation has improved with the device of children with disabilities – last year a Russian family took care 1666 of such children, in 2011 – 1074 child. With 2.5 times decreased international adoptions," he said.
According to her, the law made us think about what we need to do that in our country there were fewer orphans and children living in orphanages and in families, to international adoptions has come to naught.
"The main starting point was the presidential decree No. 1688, and then, in fact, reviewed all the legislation that regulates the issues of orphanhood. Was adopted a complex of measures to ensure that the way the child in the family had less obstacles: simplify the necessary documents, removed all administrative barriers, excessive requirements, have introduced additional measures to support parents, increase the quality and accessibility of medical aid to children-orphans, have changed approaches in the work of bodies of guardianship and children's homes. Running a serious "reset" of orphanages, the purpose of which the maximum to bring the conditions of upbringing of orphans to family," - said batalina.
She drew attention to the fact that today is an even more difficult task. "Because those children who are not yet within families - special children. Children who need more support, attention and care. A third of them are children with disabilities, nearly 80% are children older than 10 years and, of course, almost all of them in orphanages lived a very long time. Half of the children have brothers or sisters who have previously been brought up together and tied to each other, and therefore should be raised in the same family," said the MP.
"Therefore, it is extremely important to take measures to improve the system of selection, training and support of families, parents who are ready to take responsibility for the upbringing of the special children. At the same time we are discussing the introduction of a special additional measures to support families, ready to take on the education of disabled children, older children, and blood brothers and sisters" - she said.
The MP underlined that since January 1, significantly increased the size of a standard tax deduction under the tax to incomes of physical persons for adoptive parents – up to 4 times with 3000 rubles to 12,000 rubles, for adoptive parents, guardians - 2 times from 3,000 rubles to 6,000 rubles. "The solution to the problem of orphans is hard work in the interests of the child, and you can't stop here. 20% of people allow for the opportunity to take the family to the orphaned child. Our goal is to help realize this desire," said batalina.
